What is a “public event”?

A public event is a planned, special occurrence on public park property that requires exclusive use of the property and has community-wide appeal. Examples include festivals, runs/walks, concerts, ceremonies, fairs, and shows.

Small private gatherings — such as birthday parties or neighborhood block parties — generally do not require this application.

How to Apply for a Public Event

You must complete a public event application if any of the following apply:

  • A large number of participants are expected to attend
  • The event will be promoted to the general public
  • Admission will be charged
  • A park not normally used for events (for example: a neighborhood park, beach, community center, or pathway) has been requested
  • Vending will occur
  • The purpose of the event is to raise money (non-profit/charity or commercial venture)
  • The event will use extensive space in a park

Instructions — how to apply

  1. Review the checklist above to confirm your event requires a permit.
  2. Download and complete the Public Event Application form.
  3. Prepare required attachments (site map, event schedule, insurance certificate, vendor list, security plan, etc.).
  4. Submit the completed application and all attachments by the stated deadlines. Early submission is strongly recommended to allow time for review and coordination.
  5. PRCS staff will review your submission and contact you with any questions or next steps.
    1. New Events, or Changes to Existing Events- will need approval of the PRCS Board and/or PRCS Director

Apply as early as possible. Deadlines vary by event size and requirements — early contact helps ensure permits, insurance, and coordination with city services.

Notes & reminders
  • All events must comply with city rules and any additional permit requirements.
  • Proof of insurance and a detailed site plan are commonly required for larger events.
  • Vendors, alcohol, road closures, amplified sound, and large structures (tents/stages) may require additional approvals

Before You Apply:

  • Park Season: May 1-October 15: Parks are open 6 a.m.–10 p.m. Cleanup must be done by closing.
  • Contact PRCS early to confirm date & location availability.
  • A $25 non-refundable fee applies to new events or significant changes.

When You Apply (submit with application):

  • Public Event Application form
  • Event Request & Summary (new or changed events)
  • Route & Area Map (include layout, parking, checkpoints)
  • Event Schedule (setup → cleanup, all activities)
  • Non-Profit Verification (if applicable)

30 Days Before Event (additional items):

  • Certificate of Liability Insurance ($1M, City of Racine listed as insured)
  • Vendor/Concession list

After Review:

  • Public Events Coordinator will notify you of approval and next steps.
  • Conditional approval is required before advertising your event.
  • PRCS may deny permits for conflicts, safety, or incompatibility with park use.

Other Permits May Be Required:

Street closures, food service, tents, alcohol, and police/fire services may require permits from other City departments. Coordinators must secure these approvals.
