The Capital Improvement Plan (CIP) is the City’s long-term planning tool for identifying infrastructure needs and the funding sources to address them. Its purpose is to support the orderly development of public improvements, preserve and protect existing infrastructure, and plan for the acquisition or replacement of equipment needed to ensure efficient delivery of community services. The CIP also serves as a guide for implementing the City’s Master Plans, goals, objectives, and policies, while strengthening overall financial planning.

By connecting planning with budgeting for capital projects, the CIP plays a critical role in shaping the City’s future. The process takes place before the annual budget cycle, as the CIP informs the capital portion of the budget. Collaboration among City departments is

essential to ensure long-term goals are met in a way that benefits the public, is cost-effective, and preserves residents’ quality of life.

The CIP document covers a wide range of projects, including street improvements, water and sewer system upgrades, park and facility enhancements, information technology investments, and the acquisition or replacement of vehicles, equipment, and other assets.
